I am writing on behalf of STAMMA to request the following recorded information held by Hampshire County Council under the Freedom of Information Act 2000:

(i) In 2023 how many children and young people in Hampshire received direct and individual SALT sessions delivered by a SALT via their EHCPs ?

(ii) In 2024 how many children and young people in Hampshire received direct and individual SALT sessions delivered by a SALT via their EHCPs?

(iii) In 2025 how many children and young people in Hampshire received direct and individual SALT sessions delivered by a SALT via their EHCPs?

(iv) In 2024 how many students/young people had their direct SALT sessions with a SALT removed or reduced from their EHCP? What was the age of the students/young people?

(v) In 2025 how many students/young people had their direct SALT sessions with a SALT removed or reduced from their EHCP? What was the age of the students/young people?

(vi) In 2026 how many students/young people had their direct SALT sessions with a SALT removed or reduced from their EHCP? What was the age of the students/young people?

(vii) In 2023 how many speech and language therapists worked for Hampshire County Council? Please specify their level of training (using RCSLT and LA banding ) and specific hours that each therapist was contracted for?

(viii) In 2026 how many speech and language therapists work for Hampshire County Council? Please specify their level of training (using RCSLT and LA banding) and specific hours that each therapist was contracted for?

Response

Regarding questions i-vi, the information requested is not held in a reportable format, as such a manual audit of records would be required to ascertain and extract the information. The manual audit would require the evaluation of 22,443 records, each taking approximately 20 minutes per record, totalling around 7,500 hours.

Section 12 of the Freedom of Information Act makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for local authorities is set at £450. This represents the estimated cost of one person spending 18 hours in determining whether the County Council holds the information, locating, retrieving and extracting the information.

We estimate that it will take us in excess of 18 hours to determine appropriate material and locate, retrieve and extract the information in reference to your request. Therefore, your request is refused under Section 12.

However, under Section 16, Advice and Assist, the County Council may be able to disclose the following information from the last two points should the requester submit a revised request for this information:

- A snapshot report of the amount of individuals where their job based title was ‘speech and language therapist’. This would likely be as a snapshot at the end of the financial year to count total workers in this role.

- Weekly Working Hours of these roles only, as we do not have access to report on ‘daily hours’ or ‘annual hours’.
